No wait, Norfolk County has 'planned' for this.
How else can you explain the fact that Norfolk County has more planning staff than the City of London?
We should feel secure in the fact that there must be a Civic Plan down at City Hall that will help the Citizens of Norfolk survive what Rick and his fellow citizens in The Walking Dead cannot.
Rest assured our 46 Members of the Planning Dept are hard at work right now saving us from certain demise.

Figures show that Norfolk County employ's one Planning Staff Member for every 1365 citizens as compared to Guelph at 6084 and Oxford at 5653. Unfortunately that doesn't even seem to be enough Staff required for the task since another $650,639 was needed to be spent on Contracted Services. On top of that the County also pays the Long Point Region Conservation Authority to double check their work.
With recent sightings in Simcoe and Port Dover, apparently the $64.54 that we each pay for the planning staff has worked. Not a single 'biter' has infected any Norfolk citizen during the passing of the two recent herds.
Who knows if Oxford and Guelph will fair so well. They've only spent $30.99 and $25.81 per citizen and likely do not have nearly the same comprehensive plan that Norfolk has. Poor St. Thomas, surely they are all doomed with only 5 staff on their Planning and Development Department. We may have to send out a task force to save them. It's likely been planned for though.
With the top 2 'Planners' making Norfolk's Sunshine List, the County has spared no expense.

Don't worry folks, the current Administration at City Hall will not cheap out on our health and safety when it comes to being prepared for the forth coming Zombie Apocalypse. It's just a matter of time.
Every citizen needs to get a copy of the Zombie Invasion Protection Plan. ZIPP for short. This must be a specific plan that needs to be asked for since it's not part of the Planning and Economic Services Plan.
