LPRCA finishes 3rd in the Province

As you are aware by now, we at the Norfolk Voice give credit where credit is due.  We've been undertaking the monumental task of compiling all of the data that each of the 36 Conservation Authority's in Ontario submit to the Canada Revenue Agency.  With this data we hope to be able to provide you with insight on the efficiencies of these charitable organizations and produce a grading system so Citizen's can make an educated decision as to where to donate their money.

We're starting to feel like the Denver Broncos being hammered by the hard hitting Seattle Seahawks in Super Bowl 2014.  Apparently the Long Point Region Conservation Authority's heavy handed approach when dealing with Citizen's is taking a toll and we receive many requests of Citizen's wanting to tell their stories about being strong armed into submission.  Why is the LPRCA receiving so many unfriend requests?



We now have access to data that compares all of the 36 rogue Conservation Authority's across Ontario and have chosen two reports for a comparison.   

In 2012 The Long Point Region Conservation Authority finished 3rd and 4th in all of Ontario in these 2 categories!!

Yes Norfolk County Citizen's our very own LPRCA finished 2012 with the 4th Highest Occupancy costs of all of the 36 CA's in Ontario!

It doesn't just stop there however, after leading the Province from 2009 to 2011 we've slid down to 3rd place for the largest percentage of revenue spent on Management Fees!

With a Revenue of $3,561,061 and an Occupancy Cost of $807,581(22%) and Management cost of  $2,159,032(60%) there is only a mere $594,448(17%) left in the budget for an actual program!  Little wonder the scholarship fund had to be cut in half.

If we reduce the Occupancy Cost by the amount of Rent collected the total cost is only $702,935 for the 20 full time employees at LPRCA or $35,146.75 each. Keep in mind this is not salary, it is the cost for the employee to sit in the office making copies, doing studies, using electricity or using a vehicle to be in the field counting toads and is in addition to the annual salaries.  Is our very own Conservation Authority auditioning for a part on MTV's Cribb's so that they can offset these ridiculous costs with prize money?  With the Supreme Court of Canada striking down the Prostitution Laws maybe they are considering a name change to the Long Point Region Pimp Authority?  Looks like the Citizen's of Norfolk County are already being screwed and paying over market rate for it.

In the table below you will see the top 3 spenders on Management Fees for all of the 36 Conservation Authorities in Ontario.  LPRCA is a perennial top performer in this category while Crowe Valley CA appears to have forgotten how to fill out their tax return properly and do not claim that a dime was spent on their Charitable Programs.  We would also like to note that Toronto is at the top of rent costs, logically so, but have dropped off the list for the total spent on management.

*** All data supplied from the Canada Revenue Agency.  Yes we are aware that the amount for Management Fees for 2009 and 2010 are the same.  It's how it was filed with the CRA.  According to the Financial Statements that we have obtained all of these numbers should be much higher.  Only the LPRCA had a 'Qualified Audit' done.  All of the financial documents we received from other Conservation Authority's had "REAL" audits performed.

With no less than 10 Municipal Councilors on the Board of Directors at the LPRCA, you would think that one of them could do simple math and help stop this bleed. Also note, it was stated in the LPRCA budget meeting that the Norfolk Councilors carry the weight of 51% at the time of the budget vote.

The General Manager of the Long Point Region Conservation Authority is none other than the infamous Cliff Evanitski who also happens to be the Deputy Mayor of Bayham Township!  One can only wonder if the Township of Bayham will need continuous bail outs to keep them a float or does Mr. Evanitski actually take care of their finances?  There must be a long term plan to recover the $700k per year that is spent on the plush offices of the LPRCA.  Why don't you call him and ask for it.  He can be reached at 519-866-3487.  Odds are the Tillsonburg office location was chosen to cut down on his commute to work each day.  Why would you want your office in the same County as the one that pays you for your services?

With Cliff's Communication Degree and a sales pitch slicker than an Eastern Hog-nosed Snake, Mr. Evanitski is a sales person like no other,  well except for the likes of Jeffrey Skillings, Bernie Ebbers and Bernard Madoff of course.  He has somehow convinced all of these various Councilors on the Board that the business of running the LPRCA requires constant refilling at the trough and performance measures are not warranted under his watch.  Working for donations must be beneath him and asset sales to partners and extensive tree harvesting operations are preferred.

If these Directors cannot get a handle on the runaway costs of a $4-million Corporation should they be in charge of one that is worth $170-million?  In a real Corporation the Board of Directors would have removed a President that is driving the company into the ground.  In Norfolk, they are giving out raises and praise.

Norfolk County Citizen's are share holders of the LPRCA and while we cannot force the Board to take their fiduciary duty seriously, we do have the 'hammer in our hands' this October when we vote to replace them.  Citizen's keep getting tossed out of the LPRCA's public meetings so maybe we should return the favour?
